Illinois Bill (HB 3709) Will Turn Campuses Into Abortion Facilities

Last week, Molly Rumley, Illinois Right to Life’s Assistant Legislative Chairman, delivered testimony before the Executive Committee of the Illinois Senate on House Bill 3709 (HB 3709) — a dangerous piece of legislation.

HB 3709 would:

  • Require public universities to provide access to abortionists authorized to prescribe chemical abortion drugs;

  • Mandate that campus pharmacies dispense these drugs;

  • And compel universities to promote these abortion drugs on their official websites.

This bill places the health and safety of young women at risk and turns institutions of higher learning into abortion facilities.

HB 3709 is now on the Senate Floor. If passed, it will return to the House for a final vote.

 Why Chemical Abortion Drugs Don't Belong on College Campuses:

1. Chemical abortion drugs are the deadliest form of abortion.

These pills account for the majority of abortions in the U.S., ending the lives of more than 630,000 preborn children just last year.

2. Women’s lives are at risk, too.

Since 2000, over 30 women have died from complications related to chemical abortion drugs.

3. Real-world data tells a troubling story.

A recent study from the Ethics & Public Policy Center analyzed over 865,000 insurance claims between 2017 and 2023 and found that nearly 11% of women experienced serious complications—including hemorrhaging, sepsis, and infection—within 45 days of taking mifepristone.

4. That’s a far cry from the safety claims.

Clinical trials report a 0.5% complication rate, but real-world outcomes are far worse—raising serious questions about the safety of these drugs.

5. Even federal leaders are raising alarms.

Health and Human Services Secretary Robert F. Kennedy Jr. has called for a complete review of mifepristone’s safety and impact on women. In light of this federal investigation, Illinois should pause any consideration of passing this bill.

6. College students deserve better.

There is no reason why students should be put in the position of committing their own abortions in dorm rooms — facing not only the trauma of ending a life, but the serious medical risks that come with it.
