Parental Notification Needed President Bush can restore parents right to know. Currently, the parents of a minor who seeks an abortion referral or prescription contraceptive pills or injections at a Federally funded (TitleX) clinic are prevented from being informed of their daughters activities because of a Health and Human Services regulation that can easily be overturned by President Bush. Prohibiting parental notification was an administrative regulation established by the Clinton administration. Changing that regulation does not require action by Congress. Another Title X rule says, Unemancipated minors [children who live with their parents] who wish to receive services on a confidential basis must be considered on the basis of their own resources. Since they have no resources of their own and are supported by their parents, we, the taxpayers are handed the bill. Under this rule, Title X clinics are eager to show the children how they can pay for the services they receive without involving their parents. Furthermore, a minor who seeks contraceptive or abortion information is considered sexually active and therefore a victim of suspected child abuse. As such, according to the laws in all 50 states, her case must be reported to the proper authorities for further investigation. In July, in the Health Subcommittee of the House Committee on Energy and Commerce, a hearing was held at the request of Rep. Joseph Pitts (R-PA) at which compelling testimony was given by John Heisler, a McHenry County, Illinois, board member who helped lead the successful fight to purge Title X from the countys health program after citizens learned that a 37-year-old child molester had driven his 13-year-old victim to the countys Title X clinic to be injected with Depo Provera more than once in order to maintain his 18-month habit. President Bush has the power to restore the rights of parents to be informed of the activities of their minor children. Please urge him to do so without delay.
